The exercise was conducted for KFOR units along with the Kosovo Police (KP), the Kosovo Security Force (KSF), the Kosovo Emergency Management Agency (EMA) and the European Union Rule of Law in Kosovo (EULEX) with the primary objective of practicing interoperability. Besides, the operational capability of KFOR units was also tested during the exercise in scenarios requiring different crowd and riot control (CRC) procedures.

The two-week Exercise Silver Saber started with a Tabletop Exercise (TTX), during which the commanders and staff of the KFOR Tactical Reserve Battalion (KTRBN) familiarized themselves with the units participating in the KFOR-led operation and the planning procedures of CRC tasks used by other nations. In the second phase of the exercise, the Field part, the peacekeepers had to react to a fictitious situation.
