Initiated by Germany, the Ulm Command was activated on 1 July 2013 within the scope of the Smart Defence concept adopted at the Chicago Summit. The main goal of the organization is to become capable of exercising military command and control of NATO- and EU-led joint operations alike, as a NATO operational command and as an EU strategic and operational command. Because it has been functioning in the EU-related role for a long time, it is currently concentrating its efforts on attaining the NATO-related objectives. According to plans, after reaching full operational capability (FOC), the organization will have become able to conduct small-scale land-focused joint operations by the summer of 2018.
