Existing Security Mechanisms Are in Need of Revision

In accordance with the 2011 Vienna Document on Confidence and Security Building Measures, the OSCE High-level Military Doctrine Seminar took place for the second time in Vienna on 16–17 February.

Altogether 350 representatives from 57 OSCE member and 11 partner countries attended the event. Hungary was represented by Deputy Chief of Defence Lt.-Gen. Dr. Zoltán Orosz and Károly Dán, Hungary’s ambassador accredited to the Vienna-based international organization.

The seminar started with keynote speeches delivered by the Dutch and Austrian chiefs of defence, and then the speakers gave presentations on current security challenges and their impacts on military doctrines and the armed forces.

Among others, it was stated that the nature of the security environment and conflicts has fundamentally changed in recent years. It was the Yugoslav wars that dealt the first blow to the European security system in the 1990s, which is by now under threat due to global terrorism, the rise of the Islamic State, the pressure of mass migration on Europe, the emerging nationalist movements and the expansionist policy of certain countries.

The participants of the seminar agreed that the established security mechanisms are in need of revision, and the unstable security environment must be restored. In this process, OSCE can also use the means available to it in order to adapt the armed forces and the doctrines of their deployment to the new security situation.
