COS EUFOR meets new ICITAP director

On 30 October 2013 Chief of Staff EUFOR, Brigadier General József Szpisják, met with Mr. Charles W. Bennett, the newly appointed Director of the International Criminal Investigative Training Assistance Program (ICITAP) to Bosnia and Herzegovina (BiH). The meeting took place inside EUFOR Headquarters at Camp Butmir, Sarajevo. Mr Bennett enjoyed a 40-year career in United States police force before joining the US Embassy’s Department of Justice, International Criminal Investigative Training Assistance Program (ICITAP) office, first as the Program Manager and now as the Director in BiH.

The working meeting was followed by a comprehensive briefing about EUFOR activities with a special focus on potential future cooperation in the field of information exchange, capacity building and training activities as well as regards to legal issues.
The International Program of the US Ministry of Justice for training and assistance in the area of criminal investigations is very active when it comes to training of local police officers with a special focus on the introduction of modern curricula, equipment, accommodation facilities and education of staff.

COS EUFOR meets new ICITAP director

The aim of the ICITAP is to become the leading police education institution in this region. Brigadier General Szpisják briefed Mr. Bennett about the most important segments of work from the establishment of EUFOR to the present day. He also described EUFOR’s chain of command, EUFOR’s situational awareness matrix and EUFOR’s support to BiH authorities in maintaining the Safe and Secure Environment which includes the Intermediate Reserve concept.

Mr Bennett was then presented with an overview of the individual divisions and branches within HQ EUFOR and the various types of training, monitoring and mentoring programs EUFOR is conducting in support of the Armed Forces of BiH. The ICITAP Director agreed that it will be very beneficial to continue the established mechanism for the sharing of information and that sharing of resources and funding can be explored in more detail in the future.
