Advisory Role with a Difference

Hungarian advisory teams have been mentoring the 6th Brigade of the Afghan National Border Police (ANBP) for more than 18 months now.

Besides helping the commander, the chief of staff and key leaders of the Brigade, the advisors pay attention to almost all aspects of life in the unit. These include, among others, the condition of the headquarters’ fortifications and the access routes leading to the HQ. As the ANBP barracks are located five kilometers south of the town, the network of access roads is underdeveloped and its condition is rather poor even in comparison with others in the area. There are many potholes on the dirt road, which was undermined by intermittent streams at multiple places.

The condition of the road restricts freedom of movement of the Afghan National Security Forces (ANSF) and Coalition Forces. Furthermore, several-meter sections of underground tunnels have become visible under the collapsing pavement. Thus, it was evident that the use of the road incurs a serious security risk as well. In cooperation with the engineer chief of the NATO Train Advise Assist Command North (TAAC-N), the commander of the advisory team decided to make a detailed survey on the condition of the road.

The site survey was held in early April in the presence of ANBP representatives and competent staff members from the finance department of the forces of Germany, the lead nation of the coalition. Acting on proposals from the engineer chief and the advisory team commander, they drew up a procurement plan that includes technical solutions for road repair works. To provide protection for coalition forces, a prompt decision was made about financing the most urgent road refurbishment works from German national resources, and about making the contracts.

In four weeks after the site survey, it was possible to conclude the contracts, to carry out the repair of the entire road surface as well as to build the three most critical bypasses. The works were organized by entrepreneurs in Mazar-e Sharif and involved local workforce.
