US CFE inspectors in Hungary

Between 12 and 15 August 2014 an inspection team of the US Defence Threat Reduction Agency (DTRA) conducted a mock inspection in Hungary under the provisions of the Treaty on Conventional Armed Forces in Europe (CFE Treaty).

The aim of the mock inspection was to train the American personnel to conduct a so called Declared Site inspection in accordance with Section VII of the CFE Treaty’s Protocol on Inspection.

The successful conduct of this mission was made possible by the specialists of the HDF Training and Doctrine Centre’s Arms Control Department, experts of the MoD Military History Institute and Museum (MoD MHIM) and of the Pintér Works.

When choosing the Kecel site, the foremost criteria for the DTRA team was that in Kecel it was possible to present and see a large collection of technical equipment that the personnel with no or very little experience would encounter during real CFE inspections.

On the day of arrival, following the Point of Entry (POE) procedures, peppered with a lot of elements based on real life experiences, a mock declared site inspection was carried out at the imaginary military unit’s barracks in Kecel. The HDF TRADOC ACD together with the MoD MHIM has prepared the necessary paperwork for this inspection. Being a mock inspection, the escort team handed over the required documentation with deliberate mistakes included. The inspectors had to spot these and had to report them to the escort team.

During the second day, the US inspection team practiced equipment recognition on the territory of the Kecel Military Museum and Military Technology Park. This day focused on practical matters instead of theoretical subjects.

The US team has voiced its satisfaction about the mock inspection. The pre-planned activities have achieved their aims: the US and Hungarian participants both gained useful experiences. Both teams have signalled their intent to continue the co-operation.
