Consensus about the need to amend the Fundamental Law
Szöveg: honvedelem.hu / MTI | 2016. április 12. 9:00At a press briefing held in Budapest after mulit-party talks on Friday, 8 April, the Minister of Defence stated that the parliamentary parties have agreed on the need to amend the Fundamental Law of Hungary in relation to counter-terrorism measures.
István Simicskó said that the meeting had been constructive, adding that all participants agreed that if the need arises and the police units are insufficient to respond to the situation, the armed forces can also be deployed in the interest of guaranteeing security.

The Minister of Defence told the press that there is an ongoing debate as to whether the state of terror emergency should be included in the Fundamental Law as a new element in the special legal order, or as an amendment to some already existing element of the special legal order. According to István Simicskó, the government would like to introduce the state of terror emergency as an independent element of the special legal order, but it is open to other proposals too.
The parties at the meeting were prepared for making compromises, and agreed to continue the dialogue. István Simicskó noted that the government also expects the opposition parties to put forward proposals. He added that it is hoped that a bill enjoying two-thirds support will be submitted to the National Assembly by the end of April.
The meeting held in the Ministry of Defence was attended by Chairman of the Parliamentary National Defence and Law Enforcement Committee Lajos Kósa (Fidesz), Vice President of the Fidesz party Gergely Gulyás, Member of Parliament Imre Vejkey (KDNP), a member of the National Defence and Law Enforcement Committee Ádám Mirkóczki (Jobbik) and parliamentary group leader András Schiffer (LMP).
