First Transition Meeting in the PRT Camp

On January 17 a so-called transition meeting was held for the first time in Camp Pannonia, the base of the HDF Provincial Reconstruction Team (HUN PRT) in Afghanistan. The initiator of the meeting was Col. Dr. Romulusz Ruszin, the commander of the 11th contingent.

By organizing the transition meeting, the HUN PRT has reached an important milestone, taking the first step towards transferring security responsibilities in the province. This was announced at the event, to which the leadership of the PRT invited Gen. Sherzad, the police chief of Baghlan Province, Lt.-Col. Safi, the commander of the local ANA battalion and the leaders of all military and police organs operating in the province. The primary goals of the discussion were to outline the need for transition and to nominate the personnel of the security force.

In his presentation, Col. Ruszin set the framework for the later discussions. “The governmental officeholders represent the civilian side during the security transition process in the province, so they cannot be left out of it", the commander of the HUN PRT said. It had been announced earlier that the transition process should be finished by 2014, and the local forces should take charge of security in the provinces by that deadline.

Although the security transition in Baghlan Province was scheduled to take place in the fourth phase, this does not mean that we can delay the launch of the process, the colonel said, adding that among the neighboring provinces, the transition in the New-Zealand-led Baiman had been completed in 2011, but the PRT stationed there will be operating until 2014.

During the talks Col. Romulusz Ruszin set it as a goal to enable the operations-oriented command of the Afghan National Security Forces (ANSF), in close cooperation with the ISAF. He also noted that coordination with the Afghan ministries and the NATO forces continues to be a priority in matters of provincial developments and issues requiring governmental decisions.

At the meeting the participants made a decision to hold another meeting in the near term, where they will formulate some concrete tasks as well.
