Military Attachés’ Forum at Ludovika

Poland has been the guest of the Military Attachés’ Forum at Ludovika in recent days. Colonel Thomasz Trzciński held a lecture with the title ”Polish Armed Forces in the Unfolding 21st Century: Responding to Threats and Challenges” in the Science Café.

Colonel Trzciński graduated as an artillery officer in 1994 from the József Bem Military Academy in Toruń. During his military career he served in subunit commander’s positions, worked in missions, and in the ministries of defence and foreign affairs, and he was a military attaché in Ukraine. He has occupied his current position since 2017.

At the beginning of his lecture Colonel Trzciński greeted the participants of the event in Hungarian, and he proudly emphasised that he received his diploma in 2005 as the student of the Zrínyi Miklós National Defence University – the predecessor of the National University of Public Service (NUPS). The title of his thesis: "The special reconnaissance forces of some NATO countries, the possibilities of their use in military operations other than war (MOOTW)".

In his lecture Colonel Trzciński spoke about the reforms and transformations carried out in the Polish armed forces since the change of regime, detailed the long-time consequences of the lengthy and steady decrease of the military expenditures, and briefly addressed the organisation of the territorial defence forces becoming increasingly important for the Polish armed forces. He talked about the developments resulting from the enlarging budget resources and about the Polish position on the Ukrainian conflict.

During the panel discussion after the lecture – chaired by Colonel Dr. Zoltán Jobbágy, Vice-Dean for Academic and International affairs – Colonel Trzciński explained the experiences acquired during the process of putting into service the Western military technology, the shifts in the priorities in the task-system of the Polish armed forces, and also the situation unfolding since the abolition of conscription and the introduction of a professional army.

After the panel discussion the participants had the opportunity to ask questions.
