Hungarian Staff Officer Receives Certificate of Appreciation

Besides the bronze grade of the “General Staff Memorial Medal”, Chief of the Joint Operations HQ Maj.-Gen. O. S. Sirsky presented Lt.-Col. Béla Téczely, Hungarian C4I advisor to the HQ with a certificate of appreciation in recognition of his valuable contribution to the development and rebuilding of the armed forces of Ukraine.

The Hungarian senior officer received the certificate on the occasion of closing the current phase of the NATO C4 Trust Fund “Situational Awareness Project", which is aimed at modernizing and transforming command posts by NATO STANAGs. The recipients of the general staff memorial medal are decorated with it as a token of the leaders’ appreciation.

“I wasn’t expecting this, but now I’m very pleased to receive it. It especially feels good to know that they pay attention to my work and appreciate my efforts", Lt.-Col. Béla Téczely told us. He has been advisor on the staff of the NATO Liaison Office in Kiev since March 2015. His job involves formulating expert opinions and proposals for CIS infrastructure development in the armed forces of Ukraine and the law enforcement and internal security organs, but the NATO experts also count on his professional knowledge in the field of air control and command (C2). As Lt.-Col. Téczely told us, he often works together with local experts, so they are familiar with each other’s abilities and work style. They have developed a common understanding and routine, and opened the channels of communication.

Lt.-Col. Béla Téczely took his first degree 32 years ago in automation and computer science from the Aerospace Engineering University of Kiev. During the academic years, he came to like the city with its friendly and hospitable inhabitants, and it was also here that he found his wife, so the two have lived together happily for 34 years now. Thus, when he had the opportunity to take a job in his own field of specialization in Ukraine, he gladly applied for it.
