Hungary Fulfils Its Obligations

A delegation of 24 represented the government of Hungary on September 9–10 in Geneva, where its members reported on the domestic implementation of the UN Convention on the Rights of the Child (CRC) to the responsible committee.

The delegation was headed by the Ministry of Human Capacities, and representatives from the Ministry of Defence also participated in a successful dialogue about the implementation of the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict (OPAC) between Hungary and the officials of the UN Office of the High Commissioner for Human Rights (OHCHR).

Two members from the staff of the MoD Legal Department – Government Official Dr. Anita Nagy-Nádasdi and Lt.-Col. Dr. József András Balogh – participated at the latter discussions. During the constructive dialogue, the committee asked several questions, so the representatives of the MoD had to report on the Kratochvil Károly Military Secondary School and Dormitory (Debrecen), the age limit of conscription by Hungarian law, the preparation of Hungarian soldiers in international law during their pre-deployment training, the arms sales to states conscripting child soldiers, the scope of the Penal Code and the protection of child refugees arriving from war zones.

In what followed, the chairman of the committee pointed out that – based on the relevant reports and the sincere and fruitful dialogue – it can be stated that Hungary fulfils its obligations in compliance with the principles of OPAC. In order to help the further implementation of OPAC in Hungary, the committee formulated proposals, which are going to be published on the OHCHR website and the Hungarian governmental portal. The next dialogue will take place no later than November 5, 2019.
