Preparing for the Transfer of Authority

With their six-month tour of duty nearing completion, the fourth rotation of the HDF KFOR contingent (KFOR-4 HUNCON) started making preparations for the transfer of authority (TOA) process. The Hungarian peacekeepers currently serving in Camp Slim Lines, Pristina, Kosovo will be replaced by the incoming contingent which is to arrive in the area of operations in August in three phases.

“When we took over our duties in February and started executing our tasks, we wouldn’t have thought that the time will soon come for us to prepare ourselves for receiving the next Hungarian contingent", Lt.-Col. Sándor Szabó (see picture),the commander of KFOR-4 HUNCON told us.

He added that the last six months were quite eventful and provided them with a lot of experience that they have already been striving to put into practice, but during their work in Hungary they will presumably have plenty of opportunity to make good use of the lessons learned in the mission.

For now, the primary duties of the contingent are to make arrangements ahead of the arrival of the KFOR-5 HUNCON, to prepare the incoming personnel for the execution of the tasks, and to provide a smooth transition between the two rotations, the commander of KFOR-4 HUNCON said.

On Monday, July 25, a medal parade was held for the personnel currently serving with KFOR, where they received the NATO Non-Article 5 medal for the Balkans. This medal is awarded to every peacekeeper who completes a six-month tour of duty in NATO’s KFOR mission.

Lt.-Col. Szabó told us that the transfer of authority between the fourth and the fifth rotations will be implemented in three stages. The first includes preparation, the second is the concrete handover and takeover of the tasks, and the process concludes with the administration of the material inventory in Hungary.

The KFOR-5 HUNCON is going to deploy to Kosovo during August in three phases. “The KFOR-4 HUNCON is ready to implement the transfer of authority process", Lt.-Col. Sándor Szabó pointed out.
