The Hungarian-led inspection team returned from the Ukrainian conflict zone

In accordance with Chapter X of the 2011 Vienna Document of the Confidence- and Security Building Measures (CSBMs) a Hungarian-led multinational inspection team of the “Visegrad Four” arms control experts carried out an inspection in the Eastern part of Ukraine between 16 and 23 November 2016.

In accordance with the programme prepared by the Ukrainian arms-control partner organisation, the Hungarian, Czech, Polish and Slovak inspectors requested and received briefings from the representatives of the Ukrainian military, Border Service, National Guard units deployed along the cease-fire line, from the OSCE’s Special Monitoring Mission and the civilian state administration. In their briefings the Ukrainian partners spoke about the current situation, the structure of the military units, their tasks and their experiences about compliance with the Minsk Agreement.

During the inspection there was a possibility to cover almost the whole spectrum of the Ukrainian Armed Forces starting from the strategic level (Anti Terrorist Centre, JCCC), through the operational level (Operational-Tactical Groupings), and down to tactical level (brigade and battalion HQs). The V4 inspectors could visit several units established by volunteers and integrated into the Ukrainian National Guard during the past few years.

During the one-week long mission the V4 inspectors visited the cease-fie line and a crossing-point three times, where they could meet the military and border guard personnel serving there.
