The Report of the High Representative Discussed in Brussels

On November 13, the second day of the European Council’s session on defence topics staged with the participation of the CHODs of the EU Member States, the High Representative’s report, related to the agenda was discussed.

The representatives of the EU organisations concerned presented the topics to the participants. During the discussion of the themes, the areas regarded necessary within the defence capability development and of vital importance for the military profession became conspicuous. For the military profession the upholding of the authenticity is a key-issue, since e.g. they have not yet deployed the EU Battle Group (BG), set up within the framework of the rapid response capability, and thus, the European security depends on the force of another system of alliance and the EU conventions.

For the EU military leaders it is important to include the needs of the military profession in the program of the December session at the level of Heads of State and Government. The elaboration of the EU strategic priority, the deployment of the battle groups, the working out of the missing military rapid response capability and maritime security strategy, the common defence planning, the partners’ question got among the key issues adopted by the CHODs. The decision-makers of the European Council (EC) are expected to declare their position and intention regarding the said items.

The Chiefs of Defence conducted an exchange of ideas with the Representative of the US AFRICOM about the prospective EU-USA cooperation on the one hand in the operations and missions carried out in Africa, on the other hand with the EU Military Staff.

At the end of the session, the CHODs got information about the EU efforts in the Western Balkans, and the results of the ALTHEA operation, the possibilities of extending the mandate’s deadline, with a special emphasis on the operation exercise called Operational Rehearsal (OPREH), successfully accomplished with the participation of the Austrian-British-Hungarian subunits.
