To our inquiry Major László Varga, the Head of the Operations Planning Branch of the HDF Civil and Military Cooperation Psychological Operations Centre (HDF CMCPOC) told us that in the course organised under the guidance of the Hague-based Civil-Military Co-operation Centre of Excellence, with the participation of the instructor personnel, the students practice different negotiation techniques in close to real-life, simulated situations. For the course, staged for the second time, students arrived from the V4 countries, the United States, and also from Belgium.

The head of the branch informed us that the cornerstone of their work is negotiation, which is pursued in the area of operation (AO), thus in an alien environment, with the state and civilian representatives of the given country. In order to be successful, we have to behave in a resolute but polite manner, and we have to be aware of the local customs. Moreover, the negotiation usually takes place with the help of an interpreter, so the language of the course is English, as is customary in the NATO-missions. The Major highlighted that the Centre will take part in the work of the V4EU Battlegroup as from 1st July, therefore the event of 10th April serves as the final preparation of the non-kinetic support element.
