Head of the MoD Cabinet Office Gives Briefing on Military Career Model

The HR strategy and the new military career model were the topics on the agenda of the Commanders’ conference, held on Friday, 22nd of July at the HDF Joint Force Command (JFC) in Székesfehérvár. During the event Dr. Gábor Szarka, Head of the MoD Cabinet Office and Lt.-Gen. Zoltán Orosz, Deputy Chief of the MoD Defence Staff gave a briefing on the changes concerning the introduction of the new career model, adopted by the Minister of Defence.

As from January 2012 the Government will launch the coordinated system of career paths in the public sector, and the military career model within that. Dr. Gábor Szarka, Head of the MoD Cabinet Office gave an update on the most important elements of the new model, the changes and possibilities that will have an impact on the whole organisation of the Hungarian Defence Forces (HDF) on 22nd July at the HDF JFC in Székesfehérvár.

The new system will offer the HDF employees a transparent, performance-based career path, with the practice of cross-hiring. The new HR strategy, effective until 2021, has been developed on the basis of the military and public service traditions, taking into consideration the increased burden that goes with the military service, and in conformity with the economic conditions.

The new career model will affect all military generations. The system gives a clear-cut definition of the demands set against soldiers, while providing opportunities for promotion and training based on performance-assessment, creates the real recognition of the hierarchy of ranks, and besides ensuring upward mobility, it gives also chances to become experts on the given career level, which helps develop loyalty.

The cost-saving emolument system is developed in close harmony with the establishment of the promotion system, and also the system of fringe benefits will undergo a substantial transformation. The performance-oriented system will include the HDF Assessment and Examination Centre, which gives an objective assessment of the soldiers’ performance, professional knowledge and preparedness. This is partly the mission of the National Public Service University, starting next year, which will offer a comprehensive basic education program for its future students.
