New School Construction Project with Hungarian Assistance

The foundation-stone laying ceremony has been held recently of a two-storey, twenty-four classroom school-building in Zaman Khel district of Pol-e-Khumri. The project with a budget of almost two hundred and ninety thousand dollars will be implemented in the framework of the so-called Medium-range Development Program, and financed by the Ministry of Foreign Affairs, under the supervision of the HDF Provincial Reconstruction Team (HUN PRT).

The school will be built upon the request of the provincial government. At the moment a boys’ and a girls’ school consisting of tents operates in the neighbourhood, close to each other, but on a rented land. The Government wanted to change this situation and save money.

The PRT announced a public procurement competition for the works in this case also, and chose the best tender from among the ten applicant ventures. The construction is planned to take place in six phases. After the completion of each phase, the engineer of the Provincial Education Office will check the state of the construction jointly with the HUN PRT officer in charge of infrastructure. The objective is that the Education Office can accomplish a project of such dimension after 2014 on its own. The construction works are anticipated to end by February 2012.

The Commanders of the HUN PRT-10 and 11, Qadeer Khorami, the President of the Provincial Development Council, Sayeed Mansoor, the Chairman of the Education Office, the informal leaders of the people living in the neighbourhood, the headmasters and the members of the teaching staff appeared on the foundation-stone laying ceremony of August 27.

The event began with a prayer of blessing offered by an invited religious leader, and then continued with the speeches of the offices’ leaders and the representatives of the neighbourhood. The speakers expressed their gratitude to the HUN PRT for their help. In his reply-speech the Commander of the PRT mentioned the school as an example, when he referred to the collaboration of the ethnic groups living in Afghanistan, emphasizing the building of a promising common future.
